{"id":9823,"date":"2021-12-21T16:06:23","date_gmt":"2021-12-21T21:06:23","guid":{"rendered":"http:\/\/www.une-sen.org\/press\/?p=9823"},"modified":"2021-12-21T16:06:25","modified_gmt":"2021-12-21T21:06:25","slug":"temporary-changes-to-699-leave-psac-policy-grievance-decisions-expected-in-january","status":"publish","type":"post","link":"https:\/\/www.unesen.ca\/press\/?p=9823","title":{"rendered":"Temporary changes to 699 leave; PSAC policy grievance decisions expected in January"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"960\" height=\"400\" src=\"http:\/\/www.une-sen.org\/press\/wp-content\/uploads\/2021\/12\/699-leave_1.jpeg\" alt=\"\" class=\"wp-image-9824\" srcset=\"https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2021\/12\/699-leave_1.jpeg 960w, https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2021\/12\/699-leave_1-300x125.jpeg 300w, https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2021\/12\/699-leave_1-768x320.jpeg 768w\" sizes=\"(max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><\/figure>\n\n\n\n<p>December 20, 2021<\/p>\n\n\n\n<p>A decision is&nbsp;expected&nbsp;by&nbsp;late January&nbsp;2022 on&nbsp;PSAC\u2019s&nbsp;policy grievances&nbsp;defending&nbsp;the use of 699 leave for federal public service workers during the pandemic.<\/p>\n\n\n\n<p>PSAC presented its case&nbsp;against Treasury Board for restricting the use of 699 leave for members who were unable to work because of&nbsp;child care, elder care, disability, or other issues brought on by COVID-19&nbsp;at&nbsp;Federal Public Service Labour Relations Board&nbsp;hearings&nbsp;throughout the summer and fall.&nbsp;<\/p>\n\n\n\n<h3>Discriminatory leave policy&nbsp;<\/h3>\n\n\n\n<p>The&nbsp;grievances&nbsp;challenge&nbsp;the&nbsp;policy&nbsp;for&nbsp;forcing&nbsp;members to exhaust all other available paid leave\u2014including&nbsp;vacation, sick, or family&nbsp;leave\u2014before they can access 699 leave for COVID-19-related reasons.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>At the hearing, PSAC argued that the employer\u2019s 699&nbsp;leave&nbsp;policy&nbsp;violates&nbsp;members\u2019&nbsp;collective agreements&nbsp;and&nbsp;could lead to discriminatory outcomes for groups who are disproportionally impacted by the&nbsp;pandemic.&nbsp;<\/p>\n\n\n\n<h3>Next steps and individual grievances<\/h3>\n\n\n\n<p>The Board&nbsp;chairperson&nbsp;intends to deliver a decision by the end of January&nbsp;2022.&nbsp;<\/p>\n\n\n\n<p>PSAC continues to fight to ensure all PSAC members \u2013 especially those most&nbsp;impacted by COVID-19&nbsp;\u2013 have the support they need to get through the pandemic.&nbsp;<\/p>\n\n\n\n<h3>Temporary changes to 699 leave<\/h3>\n\n\n\n<p>As of&nbsp;December 20&nbsp;2021, Treasury Board has put in place&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/government\/publicservice\/covid-19\/employee-illness-leave.html\" rel=\"noreferrer noopener\" target=\"_blank\">temporary changes<\/a>&nbsp;to make it&nbsp;easier&nbsp;for federal public service workers&nbsp;with caregiving responsibilities&nbsp;to access 699 leave&nbsp;during the pandemic.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Treasury Board also clarified their language around the use of vacation leave in relation to 699 leave.
