The\u00a0Public Interest Commission (PIC)\u00a0has\u00a0released\u00a0a report<\/a>\u00a0recommending the government move on several important issues raised by PSAC\u2019s\u00a0Treasury Board\u00a0Operational Services (SV) bargaining team. The report\u00a0identifies several\u00a0of the union\u2019s key concerns\u2014such as closing wage gaps\u00a0and\u00a0increasing\u00a0allowances\u2014as areas where the\u00a0government\u00a0can improve its offer.<\/p>\n Though the\u00a0PIC\u00a0does not recommend\u00a0moving forward on\u00a0everything in our proposals, its support of key issues demonstrates the union\u2019s demands have been fair and reasonable.\u00a0There are,\u00a0however,\u00a0some glaring omissions, specifically the absence of any specific recommendation in relation to\u00a0the\u00a0HP\u00a0(Heating & Power) classification. The\u00a0report also contains a recommendation of the\u00a0government’s\u00a0concessionary Inmate Training Differential (ITD)\u00a0proposal.<\/p>\n Moreover, similar to the PA and TC group PIC reports, this report recognizes that a fair Phoenix\u00a0deal must be part of an overall contract settlement.<\/p>\n The\u00a0PIC panel acknowledges that\u00a0the government needs to\u00a0address wage rates if a settlement is to be reached.\u00a0In particular, the 1% special adjustment offered by the government may need to be increased.<\/p>\n The PIC singles\u00a0out the following\u00a0specific classifications\/sub-groups\u00a0for\u00a0favourable\u00a0commentary on our proposed wage adjustments:<\/p>\n The PIC\u00a0report\u00a0also comments\u00a0on our proposals to adjust and increase a number of allowances:<\/p>\n The PIC recommends\u00a0that the\u00a0government\u2019s\u00a0concessionary Inmate Training Differential (ITD) proposal<\/a>\u00a0be adopted\u00a0for the GL, GS and HP groups, leading to the\u00a0Commission\u2019s union\u00a0nominee\u00a0to issue an addendum on the matter. Adoption of such a concession completely disregards the\u00a0fact that the\u00a0existing variations in rates is attributed to the number of\u00a0offenders a worker is responsible for training in their trade, variation in the associated responsibilities, and the\u00a0particular\u00a0contribution\u00a0of\u00a0SV members\u00a0in\u00a0correctional institutions. Such an approach undervalues the teaching responsibilities that workers take on in addition to their regular duties.<\/p>\n Although National President Chris Aylward has authorized strike votes for the SV bargaining unit, all strike votes are currently suspended due to the COVID-19 pandemic.<\/p>\n Despite this, PSAC is committed to reaching new a collective agreement and calls on the government to return to the table as soon as possible to negotiate a fair deal for SV members.<\/p>\n We will be updating our national and regional websites, social media, as well as sending information by email as the situation develops.
