{"id":7446,"date":"2019-08-16T09:04:26","date_gmt":"2019-08-16T14:04:26","guid":{"rendered":"http:\/\/www.une-sen.org\/press\/?p=7446"},"modified":"2019-09-09T08:07:42","modified_gmt":"2019-09-09T13:07:42","slug":"treasury-board-bargaining-psac-strike-timeline","status":"publish","type":"post","link":"https:\/\/www.unesen.ca\/press\/?p=7446","title":{"rendered":"Treasury Board bargaining: PSAC strike timeline"},"content":{"rendered":"<p lang=\"EN-US\" xml:lang=\"EN-US\"><img loading=\"lazy\" class=\"alignnone size-full wp-image-7452\" src=\"http:\/\/www.une-sen.org\/press\/wp-content\/uploads\/2019\/08\/BargainingPH-1.png\" alt=\"\" width=\"1200\" height=\"750\" srcset=\"https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2019\/08\/BargainingPH-1.png 1200w, https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2019\/08\/BargainingPH-1-300x188.png 300w, https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2019\/08\/BargainingPH-1-768x480.png 768w, https:\/\/www.unesen.ca\/press\/wp-content\/uploads\/2019\/08\/BargainingPH-1-1024x640.png 1024w\" sizes=\"(max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><\/p>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">The\u00a0<strong><a href=\"https:\/\/www.fpslreb-crtespf.gc.ca\/index_e.asp\">Labour\u00a0Board<\/a><\/strong>\u00a0has set dates for Public Interest Commission (PIC) hearings for four Treasury Board bargaining tables:<\/p>\n<ul role=\"list\">\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"1\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"1\"><strong><a href=\"http:\/\/psacunion.ca\/pa\" target=\"_blank\" rel=\"noopener noreferrer\">Program and Administrative Services (PA)<\/a><\/strong>: December\u00a04-7, 2019<\/li>\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"1\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"1\"><strong><a href=\"http:\/\/psacunion.ca\/eb\">Education and Library Sciences (EB)<\/a><\/strong>: December\u00a09-12, 2019<\/li>\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"3\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"1\"><strong><a href=\"http:\/\/psacunion.ca\/tc\" target=\"_blank\" rel=\"noopener noreferrer\">Technical Services (TC)<\/a><\/strong>: December 17-19, 2019<\/li>\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"3\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"1\"><strong><a href=\"http:\/\/psacunion.ca\/SV\" target=\"_blank\" rel=\"noopener noreferrer\">Operational Services (SV)<\/a><\/strong>: January 22-24, 2020<\/li>\n<\/ul>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">Once a hearing has taken place, a PIC report is generally issued within 30 days.\u00a0<strong>After the reports are issued, each bargaining unit will be\u00a0in a position\u00a0to strike if members vote to walk off the job.\u00a0<\/strong><\/p>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">The PIC process began when<strong>\u00a0<a href=\"http:\/\/psacunion.ca\/psac-declares-bargaining-impasse-liberals-fail\" target=\"_blank\" rel=\"noopener noreferrer\">bargaining reached an impasse<\/a><\/strong>\u00a0in May.<\/p>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">In negotiations, the government insisted on a wage cut once inflation is factored in as well as a waiting period of up to 18 months after contract signing for retro pay. At the same time, the government rejected our proposals to improve working conditions by:<\/p>\n<ul role=\"list\">\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"2\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"2\">implementing market adjustments where pay discrepancies exist;<\/li>\n<\/ul>\n<ul role=\"list\">\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"1\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"2\">providing a full top-up for the new 18-month parental leave option;<\/li>\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"2\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"2\">reducing contracting-out and precarious work in the public service; and<\/li>\n<li role=\"listitem\" aria-setsize=\"-1\" data-aria-level=\"1\" data-aria-posinset=\"3\" data-font=\"Symbol\" data-leveltext=\"\uf0b7\" data-listid=\"2\">better addressing mental health in the workplace.<\/li>\n<\/ul>\n<h3 lang=\"EN-US\" xml:lang=\"EN-US\">What is a Public Interest Commission (PIC)?<\/h3>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">By law, once impasse is reached, a PIC is established to help the parties reach an agreement. The PIC is a panel of three people \u2013 a chairperson appointed by the\u00a0Labour\u00a0Board and nominees appointed by the union and management. The union and the employer submit briefs and explain their positions on the outstanding issues at a hearing with the PIC. The PIC then issues a report with recommendations for settlement. The recommendations are not binding.<\/p>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">Once the PIC releases its report, PSAC bargaining teams will reconvene to discuss the recommendations. Typically, PSAC\u2019s teams and government representatives then return to the table to resume negotiations.<\/p>\n<h3 lang=\"EN-US\" xml:lang=\"EN-US\">Will we strike?<\/h3>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">Regardless of which party forms government after the fall federal election, PSAC will continue pressing for a fair deal that addresses members\u2019 demands.\u00a0<strong>However,\u00a0if PSAC and the government are still unable to reach an agreement after the PIC reports are issued, members will have the opportunity to take a strike vote.\u00a0\u00a0<\/strong><\/p>\n<p lang=\"EN-US\" xml:lang=\"EN-US\">History has taught us that the best way to avoid strikes is to prepare for one.
