That\u2019s basically what conservatives are up to with their latest coup: the <em>\u201cFair\u201d Elections Act<\/em>.<\/p>\n<p>And to demonstrate their commitment to democracy, the Conservatives are dedicating several days to debate this very important bill\u2026. Oh wait, no. That would be in an alternate universe that makes sense.<\/p>\n<p>In actual fact: the Conservatives are rushing the bill through parliament and limiting debate.<\/p>\n<p>The 252-page bill makes substantial changes to the <em>Canada Elections Act<\/em>; some of which have been <a href=\"http:\/\/rabble.ca\/blogs\/bloggers\/karl-nerenberg\/2014\/02\/fair-elections-act-scary\">called Orwellian<\/a>.<\/p>\n<p>For starters, the bill would muzzle the chief electoral officer \u2013 only allowing him to speak about \u201c<a href=\"http:\/\/www.huffingtonpost.ca\/2014\/02\/06\/chief-electoral-watchdog-_n_4739658.html\">how and where to vote<\/a>.\u201d<\/p>\n<p>During an <a href=\"http:\/\/www.cbc.ca\/news\/politics\/election-reform-bill-an-affront-to-democracy-marc-mayrand-says-1.2527635\">interview with CBC Radio last weekend<\/a>, Chief Electoral Officer Marc Mayrand said the act would limit his ability \u201cto provide information to the public.\u201d<\/p>\n<p>And Elections Canada would be stripped of its outreach activities: no more ads encouraging citizens to vote \u2013 because the Conservative government believes that a 60% voter turnout is good enough in this country and because Pierre Poilievre <a href=\"http:\/\/www.cbc.ca\/news\/politics\/election-reform-bill-an-affront-to-democracy-marc-mayrand-says-1.2527635\">believes<\/a> that \u201cpolitical candidates who are aspiring for office are far better at inspiring voters to get out and cast their ballot than are government bureaucracies.&#8221;<\/p>\n<p>Then again, Poilievre (AKA \u201c<a href=\"http:\/\/www.ottawasun.com\/2013\/05\/18\/skippy-aka-mp-pierre-poilievre-has-sunk-to-new-low-sherring\">Skippy<\/a>\u201d) believes that the <a href=\"http:\/\/www.huffingtonpost.ca\/2013\/04\/26\/pierre-poilievre-root-causes-terrorism_n_3163388.html\">root cause of terrorism is terrorists<\/a>\u2026.<\/p>\n<p>But if you weren\u2019t convinced that the Conservatives are trying to stack the deck in their favour, consider that they\u2019re <a href=\"http:\/\/rabble.ca\/news\/2014\/02\/five-things-you-need-to-know-about-fair-elections-act?utm_content=buffer6deb7&amp;utm_medium=social&amp;utm_source=twitter.com&amp;utm_campaign=buffer\">increasing donation and spending limits<\/a>\u2026 because, as we know from looking at the U.S., getting more big money <em>into<\/em> politics really enhances our democracy.<\/p>\n<p>The Act also borrows another Republican strategy; enacting stricter voter ID laws to <a href=\"http:\/\/rabble.ca\/news\/2014\/02\/five-things-you-need-to-know-about-fair-elections-act?utm_content=buffer6deb7&amp;utm_medium=social&amp;utm_source=twitter.com&amp;utm_campaign=buffer\">disenfranchise low-income earners, students, the homeless and Aboriginal Peoples.<\/a> The Conservatives are crying wolf over the issue of \u201cvouching\u201d, which enfranchises voters without the proper paper identification.<\/p>\n<p><a href=\"http:\/\/policydebrief.com\/2014\/02\/04\/fair-elections-act-changes-to-voter-id-policies-could-disenfranchise-up-to-120000-voters\/\">From Policy Debrief:<\/a><\/p>\n<blockquote><p><span style=\"color: #2b2b2b;\"><em>Minister Poilievre cites a<\/em><\/span><span style=\"color: #2b2b2b;\"><em> <\/em><\/span><a href=\"http:\/\/www.elections.ca\/res\/cons\/comp\/crfr\/pdf\/crfr_e.pdf\"><span style=\"color: #8c763f;\"><em>study commissioned by Elections Canada<\/em><\/span><\/a><span style=\"color: #2b2b2b;\"><em>, written by Harry Neufeld, which claims that the \u201cirregularities\u201d for vouching voting was around 25%. \u00a0Yet when one looks at the report, Neufeld is using the term \u201cirregularities\u201d in reference to electoral workers \u2018irregularly\u2019 applying policy,<\/em><\/span><span style=\"color: #2b2b2b;\"><em> <\/em><\/span><span style=\"color: #2b2b2b;\"><em><span style=\"text-decoration: underline;\">not <\/span><\/em><\/span><span style=\"color: #2b2b2b;\"><em>confirmed cases of voter fraud by vouching.<\/em><\/span><\/p><\/blockquote>\n<p>But just like in the U.S., the Conservatives are going to use the widespread voter fraud bogeyman argument to make their case. Many Republican-controlled states have introduced strict voter-ID laws to \u201cprevent voter fraud\u201d \u2013 but really, the goal is to disenfranchise the economically-disadvantaged, students, blacks and Latinos; all of whom are likelier to vote Democratic. <a href=\"http:\/\/www.brennancenter.org\/analysis\/voter-id\">As many as 11% of American voters are without government-issued photo ID.<\/a><\/p>\n<p>These new voter ID-laws have been heavily criticized; civil rights activist <a href=\"http:\/\/www.huffingtonpost.com\/rev-al-sharpton\/voter-id-requirements_b_1074771.html\">Reverend Al Sharpton has compared<\/a> these laws to the Jim Crow-era poll taxes that prevented newly-enfranchised blacks from voting.<\/p>\n<p><a href=\"http:\/\/www.latimes.com\/nation\/nationnow\/la-na-nn-pennsylvania-voter-id-law-overturned-20140117,0,5408198.story#axzz2t3KvNBAx\">Pennsylvania<\/a> and <a href=\"http:\/\/news.msn.com\/us\/supreme-court-overturns-ariz-voter-id-law\">Arizona<\/a> have seen their voter-ID laws overturned by the courts; <a href=\"http:\/\/thinkprogress.org\/justice\/2013\/09\/13\/2592781\/florida-voter-fraud-investigations-fizzle-arrest-involves-republican-firm\/\">Florida<\/a> and <a href=\"http:\/\/www.huffingtonpost.com\/2013\/12\/16\/iowa-voter-fraud_n_4455110.html\">Iowa<\/a> launched costly investigations into the issue \u201cwidespread\u201d voter fraud and turned up zip.<\/p>\n<p>When the Brennan Institute <a href=\"http:\/\/www.brennancenter.org\/sites\/default\/files\/legacy\/The%20Truth%20About%20Voter%20Fraud.pdf\">studied voter fraud<\/a>, they came up with fraud rates of 0.0002% in Wisconsin and 0.0006% in New Hampshire. Hardly a \u201cwidespread\u201d problem.<\/p>\n<p>The real threats to democracy take the form of well-orchestrated misinformation campaigns. During the 2012 presidential elections, voters in Florida, Indiana and Virginia <a href=\"http:\/\/thinkprogress.org\/justice\/2012\/10\/24\/1079391\/5-voter-misinformation-campaigns-to-watch-out-for\/\">received calls<\/a> telling them to vote by phone.<\/p>\n<p>These misinformation tactics aren\u2019t all that different from what many Canadians experienced at the hands of \u201cMr. Pierre Poutine\u201d. But does the so-called <em>Fair Elections Act<\/em> do anything to crack down on that type of voter suppression?<\/p>\n<p>\u201cWith another election coming soon, Canadians still don\u2019t know what really happened in 2011 or who was responsible,\u201d <a href=\"http:\/\/www.ottawacitizen.com\/opinion\/editorials\/Editorial+Conservatives+Elections+Canada\/9467629\/story.html\">wrote the Ottawa Citizen\u2019s editorial board<\/a>. \u201cMayrand has said that the Commissioner of Canada Elections should have the power to compel testimony; this bill does not create that.\u201d<\/p>\n<p>\u201cThe removal of investigative powers from Elections Canada is the most revealing change,\u201d wrote the Ottawa Citizen\u2019s editorial board.<\/p>\n<p>The Council of Canadians has <a href=\"http:\/\/www.canadians.org\/election\/letter-to-Harper.html\">a petition<\/a> on their website calling for a truly fair elections act here. The NDP also has <a href=\"http:\/\/petition.ndp.ca\/stand-up-for-canadian-democracy\">its own petition<\/a> calling on Parliament to reject Bill C-23.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>If you can\u2019t win the battle of ideas, rig the game.
